I would further request Your Lordship's attention to the fact that the Colony of Hongkong has relieved the Imperial Post Office of the control and management of British Postal business in China, which it conducts mainly at its own expense. An Imperial contribution towards the cost of this service was arranged seventeen years ago, but, whilst the cost of the service has more than doubled, the contribution has remained stationary, and the Imperial Post Office has declined to increase it. In the course of carrying out its ... engagements in this direction on the coast of China and Japan, this Colony has created two expensive Post Offices, one of which (that at Yokohama) became a complete loss on its hands, when Postal business in Japan was handed over to the Japanese Government. This Colony may be said to contribute at least £1,000 a year towards the expense of purely Imperial work in China.
